The project B7A was started on 1941, in the period when the naval Japanese air force requested a specify on a new torpedo and dive bomber with high speeds and long range capaibilities and a payload of 500 kg/ the first prototype presendted was the AM-23, had a conventional entirely metallic structure. Then they were completed 9 prototypes B7A1. The developing was v ery long problematic, so the series production began only in 1944.
